Cold hardy vegetables (& herbs) fall into two categories - Hardy & VERY Hardy.
The hardy types can be planted 2 to 4 weeks BEFORE the usual last killing spring frost (that's as soon as mid-April for the Chicago area):
- beets
- carrots
- cauliflower
- celery
- lettuces
- mustard greens
- parsnips
- potatoes
- swiss chard

The very hardy types, can be planted approximately 6 weeks BEFORE the usual last killing spring frost (that's the beginning of April for the Chicago area):
- asparagus
- broad beans
- broccoli
- brussel sprouts
- cabbages
- chives (actually a perennial)
- cilantro
- collards
- garlic
- horseradish (actually a perennial)
- kale
- kohlrabi
- leeks
- lettuces
- onions (sets and plants)
- parsley
- peas
- radishes
- rutabagas
- sage (some varieties are perennial)
- shallots
- spinach
- thyme (some are perennial)
- turnips
